Who is covered by mandatory billing in Québec?
Two sectors fall under the mandatory billing measures: restaurants and remunerated passenger transportation. On the restaurant side, that covers restaurants, bars and catering businesses, plus people who habitually supply a good or a service in an establishment holding a bar permit. A client serving meals or drinks in one of those settings must therefore choose their till software from the certified SRS.
- Since 1 June 2025, a covered restaurant establishment transmits its transaction data through a certified SRS designed to communicate with the WEB-SRM, and hands every customer a bill produced by that same SRS.
- Since 1 January 2026, a covered taxi operator must use a second-generation certified SRS.
- Ministerial exemptions exist; they are dated and apply case by case. The merchant confirms them with Revenu Québec.
SRS or WEB-SRM: what is the difference?
The SRS is the merchant’s sales recording system, meaning the software that produces the bill. The WEB-SRM is the Revenu Québec cloud environment that software transmits its transactions to. For every transaction, the SRS sends the data and the WEB-SRM receives, validates, stores and answers it. Neither one is a device installed at the counter.
Revenu Québec lists three pieces of required equipment: a certified SRS, a printer compatible with the SRS where necessary, and an Internet connection. Without a reliable Internet link at the client’s site, nothing transmits, whatever hardware sits on the counter.
Glossary definitions:
What role does hardware play in mandatory billing?
Revenu Québec authorises sales recording systems, meaning software, and publishes the list of those compatible with the WEB-SRM. Hardware comes in at execution time: it prints the required bill, shows the transaction and holds the connection. If the printer cannot produce a legible bill, the station is unusable, even with a certified SRS.
| Item | Who supplies it | Who answers for it to Revenu Québec |
|---|---|---|
| Certified SRS | The software designer or vendor | The merchant |
| Internet connection | The merchant’s access provider | The merchant |
| Printer, terminal, reader | The reseller, supplied by a wholesaler such as G4POS | The merchant for the obligation; the reseller for the hardware working |
| The SRS digital certificate | Revenu Québec, through SRS configuration | The merchant |
Who answers for what between the vendor, the merchant and the reseller?
The obligation belongs to the merchant: obtain the required equipment, transmit the prescribed information and hand a bill to every customer. The software vendor answers for its SRS and its certification. The reseller’s obligations are commercial: whatever goes into a written quote binds their business.
- The merchant picks an SRS from the authorised products list and has it configured.
- The SRS vendor states which printing interfaces and which models it supports.
- The reseller supplies and installs hardware that matches that list, then proves it with a real test.
- The wholesaler, G4POS, supplies the reseller and describes the hardware’s technical characteristics in the catalogue.
What should you check before going live?
Before you leave, print a complete bill from the client’s actual SRS, on the station that will be used. A bench test with demo software is not enough, because the layout, the QR code and the driver all differ.
- Confirm with the client which SRS was chosen and which printing interface it expects.
- Check that the site’s Internet link is in place and stable before the installation date.
- Install the exact driver the software specifies.
- Print a real bill and check that the QR code is sharp and complete.
- Have that QR code scanned by a phone in front of the client, and record the result in the file.
Step-by-step procedures:
What is G4POS’s role?
G4POS is a point-of-sale hardware wholesaler and sells mainly to resellers. The merchant chooses the SRS, the software vendor or its installer sets it up, and tax questions go to Revenu Québec or a tax professional. G4POS supplies the hardware and gives resellers the technical information about it.
